1982-1984 - assistant prosecutor of the Radyansky district of Kyiv.
1984-1990 worked in the party bodies of the Communist Party of Ukraine:
Radaynsky district committee of the CPU is an instructor for working with administrative bodies located in the district (Ministry of Justice of Ukraine, Kyiv Arbitration Court, district internal affairs departments, KGB, court), head of the organizational department;
Kiev city committee of the CPU - instructor, head of the department of organizational-party work;
The party control committee of the Central Committee of the CPU is an instructor.
1987-1990 - studying at the Kyiv Higher Party School. Has received a diploma with honors, has been awarded the qualification of a specialist in the field of party building, a teacher of socio-political disciplines in universities, a political scientist.
From February 1991 to March 1993, he worked as an expert of the representative office of the All-Union Foreign Economic Association "Technopromexport" (Teheran) in the construction of 5, 6 blocks of the Ramin thermal power station (Ahvaz, Khuzistan Province) in the Islamic Republic of Iran (preparation, support on behalf of TPE contracting, supply, lease, transportation, provision of services, insurance with Iranian firms).
